Now Open – Two 2016 LSTA Grant Opportunities
State Library Services is pleased to announce two 2016 Library Services and Technology Act (LSTA) competitive grant opportunities.

2016 LSTA Competitive Grant 
An estimated $650,000 is available to fund grant projects that help to achieve Minnesota’s LSTA Five-Year Plan (2013-2017). Grant awards will support projects that address LSTA Goal One and one of its four subgoals. The overarching goal is to expand library services for learning and access to high-quality information resources for all Minnesotans.

2016 World’s Best Workforce Mini Grant
An estimated $35,000 is available to help libraries offer programs and services that address Goal 1.2 in the Minnesota LSTA Five-Year Plan (2013-2017) and the World’s Best Workforce legislation by improving library-based learning opportunities for children and young adults.

Brush Up on Legal Reference Basics
The Minnesota Coalition of County Law Libraries (MCCLL) and the Minnesota State Law Library invite you to join your local law librarians to learn more about:

– Navigating the new Minnesota Judicial Branch webpage (court forms) and a look at the new State Law Library webpage
– Protecting yourself and diffusing difficult customers
– Making appropriate referrals and avoid unauthorized practice of law
– What is the Conciliation Court (small claims) experience really like?

Take Part in ESSA Planning
Beginning in April, MDE will hold weekly topic area meetings with stakeholder groups to delve deeper into ESSA requirements and opportunities for Minnesota. The calendar of these meetings will be posted soon to MDE’s ESSA webpage. MDE has posted an executive overview—in working draft form—of the legislation and its potential implications for Minnesota. Federal guidance should be released for public comment toward the end of May, and final regulations released in late October. Please refer to the ESSA timeline available on the MDE website for more information. We’re Hiring! Position Open at the Minnesota Braille and Talking Book Library
State Library Services is excited to announce that the Minnesota Braille and Talking Book Library is now hiring an Audio Visual Education Specialist. Based in Faribault, this new position will run the library’s volunteer-driven recording program, creating digital audio recordings for library patrons. Learn More about Supercharged Storytimes
Last fall, 80 Minnesotans participated in Supercharged Storytimes–a dynamic online early learning training program–sharing their experiences, challenges and triumphs in amping up their storytimes. The Supercharged Storytimes curriculum is now available to all through the end of March, and we’d like to invite you to join in the fun.

Learn How Your Library Can Feed Hungry Kids
Fewer than 15 percent of Minnesota kids who benefit from the free or reduced-price school lunch program have access to summer and afterschool food programs. Limited access to free food programs, particularly during the summer, leaves many children hungry. Public libraries can help make sure kids have access to nutritious food when school is not in session. Begin planning your summer 2016 participation by attending an informational webinar on February 24, 2016 at 11 a.m. Jenny Butcher, USDA Summer Food Service Program Coordinator at MDE, will share how you can get involved. School librarians and the Every Student Succeeds Act (ESSA)

Capital SunsetOn December 10, 2015, President Obama signed the Every Student Succeeds Act (ESSA) into law. ESSA, which included school libraries in a number of the provisions, replaces the No Child Left Behind version of the Elementary and Secondary Education Act (ESEA) and has language that ensures “effective school libraries” are addressed in state and local plans.

Effect on School Libraries

ESSA has ramifications for school libraries beyond making them “effective” and AASL has weighed in on opportunities they see for school librarians. From improving basic programs operated by state and local educational agencies to innovative approaches to literacy, thier document highlights and provides an overview of initial next steps to help maximize opportunities for effective school library programming.

There will be an informational meeting put on by the Minnesota Department of Education to discuss ESSA’s effect on schools in Minnesota and solicit feedback for developing a ESSA state plan. Visit their website for more information or attend the event!

MDE Recognizes 36 Schools for Excellence in Behavioral Prevention Efforts

State Recognizes 36 Schools for Excellence in Behavioral Prevention Efforts

ROSEVILLE – Today the Minnesota Department of Education recognized 36 schools for their successful work using Positive Behavioral Intervention and Supports (PBIS), a data-driven program that provides districts and individual schools throughout Minnesota with training and technical support to promote improvement in student behavior, especially for students with challenging social behaviors.

The schools receiving recognition as “Sustaining Exemplar Schools” are leaders in supporting positive behavior, improving school climate and increasing student achievement. “I want to congratulate these 36 schools for finding innovative ways to proactively address behavior,” said Commissioner Brenda Cassellius. “PBIS helps schools set clear expectations for students, teachers and families and new ways to address behavior issues. Each of these schools is leading the way for creating respectful and supportive school climates and the positive impact that work can have on student achievement.”

* Denotes school that has achieved Exemplar Recognition for at least two consecutive years.

Since its launch in 2005, PBIS has spread across the state and is currently being implemented by 523 Minnesota schools, or 27 percent of the state’s nearly 2,000 schools. To establish a PBIS program, 80 percent of a school’s teachers and staff need to agree to implement a more positive approach to discipline. Participating schools then receive intensive professional development, including instruction in how to monitor and track results. Data from participating schools show clear evidence of the program’s success, specifically in reduced number of behavioral incidents, fewer student suspensions and increased levels of student engagement.To be identified as a Sustaining Exemplar School, staff needed to submit an application that documented their work with PBIS, including, professional outcomes, a plan for sustaining the program and how they are giving back and sharing their practices with other schools throughout the state. Schools must also have been implementing PBIS for at least three years.Plans are underway to develop recognition for school districts in 2016.

ECRL’s Wyoming branch receives LSTA grant for Playful Learning Area

ECRLCongratulations is in order for the Wyoming Branch of East Central Regional Library (ECRL). It was recently awarded a Playful Learning Library Services and Technology Act (LSTA) grant. The Playful Learning area was supported by a grant from the Minnesota Department of Education using federal funding, Library Services and Technology Act [LS 00-14-0024-14]. The Wyoming Playful Learning area will focus on play, one of the five basic literacy skills. ECRL is no stranger to Playful Learning areas as it has them in their Cambridge and Aitkin Public Library branches as well. Read more about the announcement via ECRL’s E-Connect newsletter.

An open house will be held on Wednesday, September 16 from 6:00-8:00 pm and is open to the public.
